I am also having the this issue. I did what you suggested, Troiya, and deleted my system folder from the game client and ran an update via "Fix Game Client" through the launcher. I still don't have any character creation buttons or anything. What else can I try?

EDIT: After retrying a few times, I got it to work. It appears that sometimes the game doesn't load the UI correctly (sometimes even the menu on the bottom right with Options and such is not visible when you start)
