How is it possible that on rpg same rates there were maybe 2-3 vesp sets on server after 3 weeks ?

I hope this server dont have secret donation on second day i saw person in ic set and before 2 days i saw glad "IPKu wo eq and saw him for the first time also. After 2 days he has got Vesper noble set +6 and vesper duals +11 and he stands all day in giran? Please tell me
