what do i open it with? all i see is writing like this when it's opened with notepad (my default)

i dont get what you mean... i have to open the .cfg???

It is still in russian. the client is english but when i talk to NPC's it's russian.

I need some help getting my in game NPC interaction into English and ect ... the option to turn to english in the options only goes so far with the amount of content that remains in russian... any help is much appreciated.
