Sweeper Festival level 1 can be learned at level 36. Sweeper Festival level 2 and 3 shows the following screen when attempting to learn: Fixed

All three archer counters are a complete mess and not working as patch notes say below. Hawkeye and SR counters are learn able at level 40 but skills are blacked out for other levels (64/79). PR skill is blacked out at all levels (40/64/79).
