Not sure how it works in Interlude becuase i didnt play that chronicle for rly long time, but rift suppose to work like that? I mean u cant enter rift when u are not signed for 7s, in other chronicles u just talk with npc outside necro/cata and u port to oracle and then port to rift even when u are not signed for 7s, here u cant. Its IL feature or its server bug?
