Offline buff store (character's special permission ? )

I have read in 'open offlien buff store' menu accessible through .cfg chat command, that to set up buff private store I need to have 61st level and be in safe area and also have a special permission.

What is that special permission? Do I need a premium account to set up offline buff store? Or some premium currency item in inventory? I couldn't find answer anywhere.

Hello. You just have to get 2nd profession. Classes that can sell buffs: elven elder, shillen elder, overlord, prophet, warcryer.
