How many ppl this server have? I mean worth wait the 7x open or no? Or this server like all other with low number of player?just play for some months and he close like major part of server :(?

I am not russian BUT these days when a new server involved with russians, it's succesful with high number population.

If admins just open the server and expect people to stay for ever with no any update, server will lost its people. Because they will open new servers and merge them with the main, people will have fun starting again on a new server but how many times 2?3?4? I know old L2 was better than newer chronicles but let's be honest if a server wanna live "forever" evolution is a must.
