Which stage is OBT in currently?

The max level is 79 and it would mean the stage is 3rd, but there is no way to get attribute stones. There are no monsters in the isle of prayer and the hellbound is not open. The description in the main page shows different specs than i see in the game right now.

This stage is introduced in the OBT only to be able to test the Kamaels. The content of the stage has not been added.
